| General Information |
| RSA Online Security is a form of dual
authentication used by Central Bank's Online Banking website. This
new level of security for Internet Banking allows customers to easily
identify they are at the correct website and helps the website to
further identify customers. During the login process, a unique picture
and authentication phrase assure users they are at the correct site.
At the same time, computer identification and challenge questions
help confirm the identity of the user attempting to login. Central
Bank is constantly striving to improve the services offered to our
valued customers while still maintaining a high level of security.
We hope RSA Online Security will provide customers the piece of mind
we believe this new service offers. |

| Security Enrollment - the First Login |

Internet
Banking customers will be notified when RSA Online Security will
be implemented via e-mail and Internet Banking alerts.
Once the RSA Online Security is active, customers will see a Security
Enrollment screen the first time they sign into Internet
Banking (see picture right).
The Authentication Image and Authentication
Phrase are tools that can be used by customers to verify
they are at the correct website. The Authentication Image
can be changed later under Services -> Security Maintenance.
The Authentication Phrase is a simple phrase that
must be typed in by the user during this step. No symbols or special
characters can be used. It will be displayed each time a user signs
in.
The answers to all three Challenge Questions must
be filled in. There are many different questions to choose from
and the answers can only contain numbers and letters (no symbols
and they are not case sensitive). These questions will be used on
subsequent logins if the website does not recognize the computer
as one that has been registered as a "Personal Computer"
by the user.
The final option to Register Computer helps the website
identify the computer being used to access the Internet Banking
website. If "Personal Computer" is selected, the user
will not be asked challenge questions during subsequent logins.

| Using RSA Online Security |
|
After the Security Enrollment has been completed,
a user should see the Authentication Image and Authentication
Phrase on the password screen while they are signing into
the Internet Banking website. If the image or phrase is incorrect
or missing, a user should not enter their password and should contact
Central Bank.
RSA Online Security will also attempt to identify the computer used
to access the website each time a customer signs in. If the computer
can not be identified as one that has been registered as a "Personal
Computer", one of the three Challenge Questions
will be asked. The person signing in will only have to answer one
challenge question correctly. If a user incorrectly enters the answer
to the Challenge Questions five times their Internet
Banking account will be locked out and they will need to contact
the Bank to have their account unlocked.
Because the website will only ask the Challenge Questions
if it cannot identify the computer as a "Personal Computer",
users should register their home or business systems as a "Personal
Computer" if they believe these systems are secure. Internet
Banking users should not register public systems. The choice to
make this registration will be provided during the login process.
If a user wishes to change their Authentication Image,
Authentication Phrase, or Challenge Questions
they may do so at any time by signing in to Internet Banking and
selecting Services -> Security Maintenance.
